American influence has dwindled under Donald Trump. It will not be simple to restore.

在特朗普治下，美国的影响力缩小了。要想恢复不是那么简单。

A year ago this week Donald Trump was elected president.Many people predicted that American foreign policy would take a disastrous turn.Mr Trump had suggested that he would scrap trade deals, ditch allies, put a figurative bomb under the rules-based global order and drop literal ones willy-nilly.

译文

一年前的这一周，特朗普当选总统。很多人预测，美国外交政策会来个灾难性的大转弯。特朗普已经放言，他会废除贸易协议、抛弃盟友，会在以法律为基础的全球秩序之下放置一枚具有象征意义的炸弹，杂乱无章地投下一批文字炸弹。

NATO was “obsolete”, he said; NAFTA was “the worst trade deal maybe ever” ; and America was far too nice to foreigners.“In the old days when you won a war, you won a war. You kept the country,” he opined, adding later that he would “bomb the shit out of” Islamic State (IS) and “take the oil”.

译文

他声称，北约已经“过时”；NAFAT“或许是史上最烂的贸易协议”，美国人对外国人太善良了。他说：“过去，打赢了一场战争，就是赢了。你得到了这个国家。”之后，又补充说，他会把伊斯兰国“炸出屎来”，然后“占领油田”。

So far, Mr Trump's foreign policy has been less awful than he promised.Granted, he has pulled America out of the Paris accord, making it harder to curb climate change, and abandoned the Trans-Pacific Partnership, a big trade deal.However, he has not retreated pell-mell into isolationism.

译文

到目前为止，特朗普的外交政策还不像他承诺的那样糟糕。固然，他让美国撤出了巴黎协定，使得遏制气候变化更难了；他抛弃了TPP这个大型的贸易协定。但是，他还没有慌不择路地退守孤立主义。

He has not quit NATO; indeed, some of America's eastern European allies prefer his tough-talk to the cool detachment of Barack Obama.He has not started any wars.He has stepped up America's defence of Afghanistan's beleaguered government, and helped Iraq recapture cities from IS.

他还没有退出北约；实际上，美国的一些东欧盟友更喜欢他的狠话，而不是奥巴马的冷淡漠然。他还没有开启任何战端。他升级了美国对陷入困境的阿富汗政府的防卫，帮助伊拉克从伊斯兰国手中夺回了一些城市。

In the parts of the world to which he pays little attention, such as Africa, an understaffed version of the previous administration's policy continues on autopilot.As Mr Trump makes a 12-day visit to Asia, it is hard to dismiss him as a man wholly disengaged from the world.
